By "new oopic", I assume you mean oopic-r.
By "motor lines only getting .1v", I assume you mean the middle row,
power buss, of the 3-row headers you are planning to attach your r/c
servos to.
By "alternate servo power", I assume you are trying to run the servos
off the auxiliary v.reg on the oopic-r board.
First off, don't hook up any servos, or run any software until you
have the power situation straightened out.
Secondly, it sounds like you don't have the jumpers set properly for
the aux v.reg, or else you're trying to pull the power for it off the
logic battery, or else you don;t have the servo power battery
connected to the proper place.
Thirdly, did you ever get any fuses installed in your battery lines?
Get this all fixed first before proceeding.
