I don't think there is an 'official' serial programming cable for the
II+. All you need is an RS232 dongle (I prefer
http://www.pololu.com/products/pololu/0126/) and a straight through
serial cable.
You need to connect 4 wires between the dongle and the board: +5V,
Gnd, TX and RX
The pin marked TX on the dongle is an output so it connects to pin 39
on the board or IOLine 23. The pin marked RX on the dongle is an
input and it connects to pin 37 or IOLine 22.
You will need this connection for programming, of course, but also for
having the PC interact with the OOPic. The good news about using a
dongle is that the voltage levels are correct and USB<->Serial cables
will work.
