Use preprogrammed multitasking Objects from a library of highly optimized Objects to do all the work of interacting with the hardware. Then write small scripts in Basic, C, or Java syntax styles to control the Objects. During operation, the Objects run continuously and simultaneously in the background while the scripts run in the foreground telling the objects what to do.

As Scott noted, you shouldn't be removing power from an IC that has
live inputs. However, you can interrupt a signal line between the
EEPROM and the PIC; the result is what you want - no communication
between the PIC and the EEPROM.

Just be aware that if the switch develops any problems and gets
noisy, you can easily corrupt the communication path and it's not
that simple to fix it (you'd have to replace the switch). With a
jumper, you can do your own maintenance/cleaning, if it should ever need it.

Yes, it can be done that way. If you were to hack your own board
like this, it would do exactly what you want.
