Probably...
To find out you need to be able to look at the oscillator output pin
of the chip and see if it is clocking. If the chip is clocking and
there is no activity on the EEPROM Clk or Data lines then it is a good
bet the chip is not working.
The oscillator output is on pin 33 but I don't have a board so I can't
tell you how to locate it. I can tell you that it is one of crystal
pins. Both should be oscillating but one will have much more voltage
- that is the oscillator output.
You will need a scope to do these tests.
But, even without the tests, if you have a known good EEPROM (works in
one board with SAME firmware, doesn't work in bad board, still works
in good board) you can bet the bad board is toast.
We are talking about all boards having the same firmware, right? The
IDE is set to deal with version C.whatever, right?
I don't use Version 6 of the IDE and I don't have any rev C chips so I
don't know what it takes to get things in sync.
I'm assuming you are, indeed, using Version 6 of the IDE.
