4.03V is the wrong answer for any of the power supplies: they should be
very close to 5V. If, OTOH, you are measuring the voltage at an
IOLine, it could be less than 5V by some amount.
Don't ask the IDE to find the serial cable, TELL it which COM port to
use. The search doesn't always work.
What business with the EEPROM? It is used to store the OOPic program
and can be used to store data.
Now, if your OOPic is still jammed up, you may have a 'cosmic wedgie'.
Search the archives for the solution. It involves removing the EEPROM,
resetting the board, attempting to download, reinstalling the EEPROM
when directed (while the board is 'on', don't get it backwards) and
then attempting the download again. ALWAYS put OOPic.Delay = 5000 (if
V5 it would be 500) as the first executable statement.
