I wouldn't know anything about the shipping issues but I would
consider the OOPIC-R board as a standard platform:

But, for my money, I would buy the MiniSumo Mark III Controller Kit

Or, if you want a more complete 'project', consider then entire Mark
III (OOPic Version) http://www.junun.org/MarkIII/Info.jsp?item=27

In both cases there is some assembly required. Quite a bit, actually!
