Check the battery in your DVM. With those voltages you have toasted the
PIC, EEPROM and probably your sensors as well. Lets hope that it is the
battery in your DVM that is bad and those are NOT the true voltages that
you are reading. I've never seen a regulator short out in that way to
give those voltages.
