you tell us what everything is doing, has done and what state it is in
that would give us more information. Just for some FAQ:
Connecting reversed power will toast the logic regulator (little SMT
part next to the EEPROM, but usually won't bother the big IO regulator.
Over voltage (more than 9V) will "crowbar" or shut down the IO regulator
if you pull more than a couple hundred ma.
Shorting the IO line power will crowbar the IO regulator, but most
likely not harm it.
The PIC on the ooPIC boards is _really_ tough, it takes true effort to
really destroy it.
