There is something SERIOUSLY WRONG! It is unusual for a voltage
regulator to short through but that seems to be what is happening.
You need to shut this thing down. Use a MUCH lower battery voltage
(say 6V) and check again the output of the voltage regulator. Your
readings make no sense.
