There are too many problems here to sort out, given the amount of
information supplied.

24v sounds very suspect, but if you are indeed reading 24v, then
maybe your 6 cells are Li, and not alkaline or NiMH. You need to know
what you're hooking up before doing so.

Regards the blown oopic, what is your controller board?

If it's the s-board or oopic-r, then it's fairly easy to blow the
v.regs by supplying too high an input voltage, or accidentally
shorting out the v.reg +5v output buss, or accidentally applying the
battery voltage with wrong polarity. Do the v.regs smell burned?
Large TO220 v.regs can usually handle reverse voltage application,
but the tiny smt and TO96 v.reg chips cannot.

If the v.reg is blown, the oopic chip might still be ok, but you need
to fix the v.reg first.

If the oopic chip is blown, then it's probably because you shorted
some I/O pins, or more likely applied too high a voltage directly to
the I/O pins. If your servos did indeed get 24v power and shorted out
internally, they could have applied 24v back to the oopic I/O pins
and then blown the oopic. It's also possible that 24v input to the
v.reg melted that chip and then a high voltage was passed to the
oopic.
