That board uses an external 12V 700 mA power supply to drive the
relays and on-board logic. If you look at the table on page 2 of the
datasheet, you will see that there is no connection between the +5V on
pin 1 of the connector and the relay board.

You also don't want the relay board +5V going into the OOPic. So,
make sure you don't make any connection to pin 1 of that connector.
Or, physically verify that there is no trace connected to pin 1.

You will discover that IOLines 8..15 can have internal pull-up
resistors by adding the statement OOPic.PullUp = cvTrue to your code.
(Note: I can't find that in the revised documentation.) You might
want to reserve those IOLines for input. Use other IOLines to drive
the relays. Like 16..23.
